Best Tax Regime for Freelancers in Armenia (2026): Microbusiness, Turnover Tax, or General System?

Best Tax Regime for Freelancers in Armenia (2026): Microbusiness, Turnover Tax, or General System?

Taxes for freelancers in Armenia run from 0% to 23%. The number that applies to you depends on the regime you register under, and that regime is something you choose, not something the tax office assigns.

Most freelancers pick by headline rate, and that is where the math goes wrong. Your activity code, expected turnover, client location and the fixed annual payments every registered freelancer owes all change the real cost. They can turn a "0%" regime into a bill of a few hundred thousand drams, or make 23% on profit cheaper than 10% on revenue.

This guide works out the best tax regime for freelancers in Armenia in 2026. It covers whether you need to register, the four regimes open to you, the costs that sit on top of each, and which one fits which kind of freelancing in Armenia.

Do Freelancers in Armenia Need to Register?

If freelancing is your main income, the practical answer is yes. You have two routes, and only one of them opens the low-rate regimes.

Option A: work as a private individual. You stay unregistered and pay a flat 20% personal income tax on everything you earn, with no deductions for business expenses. You report the income yourself through the annual declaration. This route suits occasional or one-off income. For full-time freelancer tax Armenia planning, it is usually the most expensive option.

Option B: register as an Individual Entrepreneur (IE). An IE, often called a sole proprietor, is Armenia's official status for a one-person business. It is the only way to reach the preferential regimes: microbusiness, turnover tax and the 1% IT track. Individual entrepreneur status needs no minimum capital or charter, and IE registration Armenia is quick and inexpensive. You can also register remotely through a power of attorney.

Settle your tax residency first. It decides what Armenia taxes before any regime question comes up:

  • Residents are taxed on worldwide income. You become one by spending 183 days or more in Armenia within any 12-month period, or by having your centre of vital interests here.

  • Non-residents are taxed only on Armenian-source income.

The official wording is in the Armenia tax residency rules summarised by PwC.

IE or LLC? A limited liability company (LLC) is worth considering if you plan to hire, take on partners or keep business liability separate from personal assets. Both structures can use the same regimes, but profit and payout taxes differ: an LLC pays 18% profit tax on the general system against 23% for an IE, then 5% on dividends.

For most solo freelancers, the IE is the starting point. The rest of this guide assumes you are registering as one.

The Four Tax Regimes Available to Freelancers in 2026

Every tax regime Armenia 2026 offers an IE has a rate, a turnover cap, entry conditions and one catch. Here is each one, starting with who it suits.

Microbusiness: 0% Tax

Who it's for: solo freelancers with modest turnover whose activity is on the permitted list.

You qualify if your prior-year turnover across all activities was AMD 24 million or less (around USD 62,000). Microbusiness status exempts you from turnover tax, profit tax and VAT on the micro-activity. You still pay the stamp duty and health insurance covered in the next section.

The catch: eligibility runs on your activity code, and several professional-service categories are excluded. Check your code against the microbusiness rules in the Tax Code (ARLIS) before you plan around 0%. The government has announced a plan to raise the cap to AMD 50 million, but as of late August 2026 no Tax Code amendment had been adopted.

Turnover Tax: 10% for Most Freelance Services

Who it's for: most service freelancers with turnover up to AMD 115 million.

You pay a percentage of gross revenue, set by activity:

Activity

Rate

Services

10% (floor of 4.5% after expense reduction)

Trade

10%

Rent, royalties

10%

Manufacturing

7%

Catering

12%

Since the 2025 reform raised several rates, documented expenses can lower the bill, down to a minimum floor. Keep receipts from day one. Turnover tax is reported and paid quarterly.

1% IT Turnover Tax (High-Tech Track)

Who it's for: software developers and other freelancers whose activity is certified as high-tech.

The rate is 1% of turnover, up to AMD 115 million, and the incentive runs through 2031. You need an entry in the High-Tech Registry, kept by the Ministry of High-Tech Industry, and more than 90% of revenue from qualifying activity.

The catch: working with tech clients does not qualify you. IT consulting, staff augmentation and marketing for tech companies often fall outside the list. Confirm your activity before you count on 1%.

General Tax System: 23% on Profit + VAT

Who it's for: freelancers with high costs, exporters, and anyone above AMD 115 million.

This is the default if you make no election, and it is mandatory above AMD 115 million. An IE pays 23% profit tax (an LLC pays 18%). VAT at 20% is mandatory above the same threshold and optional below it.

Two features make it competitive. Exported services are generally zero-rated, and tax falls on real profit, so every documented expense counts. More detail is in the general tax system in Armenia and VAT.

The Fixed Costs Every IE Pays, Whatever the Regime

A "0%" or "1%" regime still comes with fixed annual payments. Most guides skip them, yet for lower earners they can outweigh the headline rate.

Here is what an IE on turnover tax pays in 2026, mostly due by 20 April for the previous year:

Payment

Amount

Fixed profit tax

AMD 60,000

Social contribution

AMD 60,000

Stamp duty (military fee)

AMD 12,000 if turnover is AMD 12M or less; AMD 120,000 above that

Universal health insurance

AMD 129,600, new in 2026, applies if prior-year income exceeded AMD 2.4M

Above AMD 12 million in turnover, that adds up to about AMD 369,600 a year on top of turnover tax. The full list of 2026 additions is in what changed in Armenia's tax system in 2026.

Microbusiness IEs are not exempt from everything. They still pay the stamp duty and the health premium.

What the Fixed Costs Do to Your Real Rate

Take a designer on turnover tax at 10%, before any expense reduction. The fixed payments stay the same while the income changes, so the effective rate moves a lot:

  • AMD 3M turnover: AMD 300,000 turnover tax + AMD 261,600 fixed = AMD 561,600, an effective 18.7%. That is close to the 20% an unregistered individual pays.

  • AMD 10M turnover: AMD 1,000,000 + AMD 261,600 = AMD 1,261,600, an effective 12.6%.

  • AMD 20M turnover: AMD 2,000,000 + AMD 369,600 = AMD 2,369,600, an effective 11.8%.

The lesson for taxes for freelancers in Armenia is simple: the lower your income, the more the fixed layer matters. Run your own numbers through Profin's IE tax calculator Armenia to see your full annual bill.

Which Tax Regime Fits Which Freelancer?

The best tax regime for freelancers in Armenia is the one that matches your activity, turnover and cost base. Find your profile below.

Early-stage freelancer under AMD 24M in an eligible activity → microbusiness. Some creative and craft work qualifies, and 0% on income beats any rate while you build a client base. Confirm your activity code first, because the permitted list is narrower than many guides suggest.

Designer, writer, marketer or translator earning AMD 24M–115M → turnover tax at 10%. This is the most common fit for freelancing. It is simple, filed quarterly and light on admin, and receipts for software, equipment and coworking can bring the bill below 10%.

Software developer or data/AI freelancer with certified activity → the 1% IT track. At 1% on turnover, nothing else comes close for qualifying work. It is only worth planning around once your High-Tech Registry eligibility is confirmed in writing.

Freelancer with high business costs → model the general system. Think equipment, subcontractors or studio rent. When costs eat most of your revenue, 23% on real profit can beat 10% on gross. On AMD 20M revenue with AMD 14M in costs, profit tax is about AMD 1.38M, against AMD 2M on turnover tax before any expense reduction.

Exporter serving only foreign clients → compare turnover tax with the general system. On the general system, exported services are usually zero-rated for VAT and your expenses are deductible. If your margins are moderate, that combination can come out ahead.

Content creator earning platform payouts → check whether it's royalty income. Some YouTube, Steam and stock marketplace income is treated as a royalty, taxed at 10% as passive income rather than through your IE's turnover. Profin explains the reasoning in how Steam earnings are taxed in Armenia.

Foreign freelancer paid by an Armenian company without registering → plan for 20% withholding. The Armenian client must withhold 20% on service fees, unless a tax treaty applies and you hand over a residency certificate before payment. An Employer of Record is a clean alternative.

Freelancer who wants to stay outside the VAT system → microbusiness or turnover tax. Both come with a VAT exemption for freelancers in Armenia: no 20% VAT on invoices, no VAT returns and no VAT bookkeeping. This matters most if your clients are Armenian individuals or small businesses that cannot reclaim VAT. Under the general system, VAT registration only becomes mandatory once annual turnover passes AMD 115 million.

The lowest headline rate is not automatically the cheapest outcome. Model your actual revenue and costs before you commit.

Deadlines That Lock In Your Regime for the Year

Your tax regime choice is only as good as its timing. Miss the window and the general system applies for the whole year, whatever you intended.

When you choose:

  • New IEs: 20 days from registration to apply for a preferential regime. Miss it and the general system applies.

  • Existing IEs: 1 January to 20 February each year. Miss it and you stay on the general system for the full year.

When you pay:

  • Turnover tax Armenia: quarterly, by the 20th of the month after each quarter (20 April, 20 July, 20 October, 20 January).

  • Fixed payments: by 20 April for the previous year.

What can change mid-year:

  • Crossing AMD 115 million in turnover moves you to the general system from that quarter on.

The e-signature hurdle. The regime application needs an electronic signature, which many foreign freelancers don't have yet. An accountant can file on your behalf through a power of attorney. All filing runs through the State Revenue Committee online system.

Setting Up as a Freelancer: Checklist

Seven steps take you from "I freelance" to a registered, compliant IE on the regime you chose.

  1. Confirm your tax residency status. The 183-day and centre-of-interests tests decide whether Armenia taxes your worldwide income or only local income.

  2. Pick your activity code. It decides which regimes you can access, so choose it with the regime in mind, not after.

  3. Secure a registered address. Every IE registration requires one, and it is where the tax authority sends official correspondence. Remote, relocated or frequently travelling freelancers often use a virtual address service instead of a home address, so tax mail never sits unopened (virtual address in Armenia: pros, cons and who it's for; how to get a business legal address Armenia).

  4. Register as an IE. IE registration in Armenia goes through the State Register's electronic system, in person, or remotely via power of attorney.

  5. Apply for your tax regime within 20 days. This is the step that decides your rate for the year.

  6. Open a business bank account. Banks will ask for your registration documents and proof of income sources.

  7. Calendar your deadlines. Put the quarterly 20th dates and 20 April in your calendar, or hand them to an accountant who files for you.

Conclusion

There is no single best tax regime for freelancers in Armenia. There is a best one for your activity, turnover and costs, and once you elect it, it holds for the year.

So run the numbers before 20 February, or within 20 days of registering. Include the fixed payments, not just the headline rate, because that is where most freelancer tax Armenia surprises come from.
